Storm water plays an important role in the management of California’s water resources. The Storm Water Program of the State Water Board and Regional Water Quality Control Boards has established alternative innovative solutions to storm water management in recent years, including integrated approaches through watershed efforts encouraging storm water capture for both water quality and water supply benefits. However, the challenges in regulating storm water discharges continue as California’s natural landscape and hydrology is affected by development, a growing population, and climate change.

State Water Board staff conducted outreach in summer 2014 to collect stakeholder input to identify and discuss storm water program issues and potential approaches to address them. The product of this collaboration is a prioritized list of potential State Water Board actions to improve storm water regulation. The Draft Proposal and the Proposed Project List addresses stakeholder concerns and identifies methods to integrate watershed management, multiple-benefit solutions, source control, and regulatory efficiencies.
