Update on Operator Certification Regulation Changes

State Water Board staff shared the following update with CWEA members…

The State Water Resources Control Board (State Water Board) concluded the 45-day public comment period on the proposed amendments to California Code of Regulations, Title 23, Division 3, Chapter 26 (commencing with Section 3670) relating to the Wastewater Treatment Plant Classification, Operator Certification, and Contract Operator Registration Program on July 30, 2012.

The State Water Board held a Public Hearing on August 7, 2012 to receive oral/written public comments.  The Office of Operator Certification (OOC) staff is in the process of reviewing and drafting responses to all of the written comments.

The OOC staff will consider the written comments, as well as all of the comments received at the public hearing before deciding whether any changes should be made to the proposed regulations.  In addition, the State Water Board has scheduled a meeting for the Operator Certification Advisory Committee for August 28, 2012, to receive input from the members on the proposed regulations and review the public comments received.

If no substantial changes are made to the proposed regulations, they will be presented to the State Water Board for final adoption approximately November 2012.
